I have -101 labor,and 0 housing...how can I get more labor,couse I need housing for labor and labor for housing???
do I have to restart?

well if you have 0 housing that means you have 0 population and can`t build any housing for your population and so on. However if the planet you`re talking about is not your homeworld or any other non clusterable planet, you can cluster it with planets which still contain population and thus the cluster will have population on it.
If you have no population on your homeworld, there`s nothing to do about it but restarting. It depends on how many progress you`ve already made with your empire to decide if it`s worth it to restart.
