AM I agree with your argument, I really do, but the amount of work that would involve for the staff is prohibitive.
Changing the ship lists for every single Viral empire would take days I`m sure, and if it was allowed this time, it would open the door for Virals to demand a ship list change every single time a ship got tweaked. At that point I`m sure at least a few empires would use that opportunity to change their lists simply to get the ships they want, as opposed to the ones they could capture at the time, or decided they wanted to change up their lists to confuse their enemies. That`s two reasons for changing, and I`m sure there would be plenty of other less than honest reasons for demanding a change that would pop up.
With that kind of head ache occurring every time a ship was changed, it wouldn`t be long before ship tweaking became extinct, and attempts at balancing the game would fly out the window. Were the staff paid, it would be a different argument, but they aren`t, their time is effectively donated to the game, and as much as they care for the game, that kind of hassle will quickly burn them out.
Now were large changes made, such as the removal of the D and G class ships, or a serious change in several of the commonly used cap ships of the game, then a ship list restart might be understandable, but not for the minor tweaks that have come about, unless something changed while school work forced me to VM the last few weeks.
