What is a federation?
A Federation is a group of empires (limited to 21) joined together to form a pact. A Federation is similiar to a guild, cult, clan, society and gang. Federation members generally help each other and make the game more fun. Every federation depends heavily on the leader on the direction and goal of the federation.
