Don`t use any turns and disband any ship you might have. Then try to use 1 turn and see if your income is positive, If it`s not then you should do the following:
Try selling your minerals, ore etc so you get out of debt. Do note it might take a while before things are sold on the market.
I`m quite confident that you should be able to get out of this debt as it`s not too big yet :)
