Additionally, if the leader of a fed leaves his fed, the person with the highest PR at the time will become the new leader.

Admins can change fed leadership. However only the leader of a fed can decide to ask an admin to change leadership.

Someone needs to contact the admin if the leader is more than 30 days inactive or the leader himself needs to contact an admin and have him manually pass the leadership on.
